Phil has more than twenty-five years experience as a senior HR practitioner in Local Government and the Public Sector.
He has extensive experience of working directly with Chief Executives, Senior Managers and Elected Members.
In addition to an in-depth understanding of the working and ethos of public sector organisations he has developed, implemented and systematically evaluated a broad range of managerial and organisational development programmes across a number of local authorities and on a regional basis for the Home Office.
